Stationary fluid has Static pressure. Fluid in motion has Dynamic pressure. Total pressure or Stagnation pressure is summation of both.

Dynamic Pressure exists if there is some motion in fluid, or it has some velocity. Maximum Dynamic Pressure acting on rocket is "Max-Q"
